EXPERIENCE: Areas of Expertise: Extensive experience in the design of water conveyance facilities, and associated structures for over 30 years with the Bureau of Reclamation in the following areas:
Technical Review - Reviewed the work of other engineers to ensure that the work was complete, that all aspects were considered, that Reclamation standards were followed, and that adequate checks were made.
Engineering management - Effectively managed a group of engineers and technicians in the design of water conveyance systems. This includes planning, scheduling, assigning the work and following it through to completion. Made comprehensive evaluations of program goals and objectives and coordinated personnel allocation for the work of the Group.
Principal design engineer - Responsible for overall coordination and design management on numerous major projects. These include tunnels, large diameter transmission pipelines, open and closed irrigation distribution systems, and others. These were multi discipline jobs which required close coordination with several technical disciplines and clients.
Design, analysis, and construction - Broad experience in the design of tunnels, mainly in rock, as well as other underground work. Extensive experience in pipeline conveyance and distribution system design. Includes all ranges of pipe sizes to 120-inch diameter. Highly experienced in steady state flow in open channel and closed conduit systems. Accomplished in hydraulic transient analysis of closed conduit systems. Provided design support during construction on numerous jobs including site visits to work out problems developing during construction and giving guidance on design intent.
International Projects/Area Assignments:
Consulted on water conveyance system design with the Reclamation Team in Brasilia, Brazil in 1987, 1988, and 1993. My work there involved reviewing and evaluating designs for irrigation systems for the Ministry of Irrigation.
In 2000, led a Reclamation team to provide a review of a Brazilian plan for the Saõ Francisco Transposition Project (an inter-basin water transfer project) for the Brazilian Ministry of National Integration.
Worked with international engineers and trainees on a number of occasions to provide information on Reclamation experience and practices on water conveyance system design.
